animated scatter chart with stops

Hey everyone

I want to make a scatter chart with a play axis that stops & reaches pop-out text boxes like this one here. How do I get the pop-out text boxes?

Try this custom visual from the Gallery

It's not a scatter, but it does look like your image and it allows text to pop out.
