Zero in Matrix Tables

I use the following for Values in a Matrix Table.  

 

Count of Total Gross Incurred No Row = IF(ISBLANK(CALCULATE(COUNT(LossRunToExcel[Total Gross Incurred]))),0,COUNT(LossRunToExcel[Total Gross Incurred]))
 
It takes care of placing a zero in most cells but not all, I still end up with some cells that are blank?
 
What do I need to add to make all blank cells show a zero?

It is so strange but I am left with one blank under 03/01/2019, even with what you sent.   Confused?  Matrix Blank.PNG
