Can anyone tell me whether two people can work on sharing mode of work using Power BI workbench in powerBi service?

Sorry for that I'm not very clear about "workbench ".
If you want to share the reports with your colleagues , you could use Power BI service which is a cloud-based service. It supports light report editing and collaboration for teams and organizations.
Using Power BI service, you can save them to a workspace in the Power BI service, where you and your colleagues collaborate after you've created your reports.

what is Power BI workbench? Never heard of that.
In general only one person can work on a report at the same time. Otherwise the last one who saves the file wins.
However if you have different versions, by working in parallel on a file, you can compare the changes with the ALM toolkit and then synchronize the changes to a common data model:
