Why is my RLS not working Power BI online for assigned users?

Hello, This is my 1 st tiem using RLS. I have created reports and tried to show reports by each department user. So I have created simple filter (to test RLS) on Managed roles [Department] = "JMW/DS...

bikelley as far as your permissions are stored out and working in Power BI service, it will work doesn't matter how the reports are shared, Teams or Sharepoint etc.

I am sorry to keep troubling you. I still have the same issue that he can see everything. 

I have changed one of the user's ("Bruno") permission settings. In the workspace he's just a Viewer and in the report "manager permission" section  I put him as a Viewer as well. I make sure when I add him to the report I uncheck "Allow recipients to build new content from the underlying datasets" but he can "Allow recipients to reshare the artifact"

Can you please tell me I am doing anything wrong this time.
