Why doesn’t the Download button work in a SharePoint Online Power BI web part embedded from Power BI

I think the behavior you are seeing is correct and the button is just a bit misleading. The "Download this file" button you see in the SharePoint page toolbar is a SharePoint file download button, it's trying to download the SharePoint page item itself, not the Power BI report. It has no integration with the Power BI web part embedded within the page. So, I think this is expected behavior and this button is not controlled by Power BI export settings.

I have been there before. In SharePoint the “Download this file” button usually means the page or file itself and not actually downloading the Power BI report that’s embedded in the web part.
If you want to export the report, you’ll need to use the options in the Power BI menu instead, assuming those features have been enabled in your setup.

Yes, from my understanding that is the expected behaviour. Although if i may provide some feedback, the download button inside the webpart is missleading and if it is not functional it should be removed since it cannot be enabled via permissions.
