So, I applied a top filter to select only top 20 entries, and it works, but on the table there are much more entries than twenty. What could be the issue?

You may also need to add a column to the option "By value" when use Top N filter type.

Here is my attempt to give you some advice.
The following measure would be an average over categories:

CALCULATE ( AVERAGE ( table[value] ), ALLEXCEPT ( Table, table[category] )

The problem is that for each country there are several houshold expenditure based on educational level. So how could I average the houshold expenditure per country? I tried to use quick measure, and calculate the average categorizing by country and putting base value the percentage of expenditure, but it returns me the count of rows per each country with different values based on educational level.
