When I select a value in my slicer it is summing my measure but it shouldn't?

Hello,

I have a slicer and it consists of accounting periods, and then I have a monetary amount which is actuals and a budgeted amount which is the budget for each department. Now when I select a value in my slicer that budgeteted amount does not change as it should because each period there will be a different budgeted number in my case at least. Also, the table are connected on Department Name, and Accounting Period. However; the department name connection is non-active so I used userelationship in the measure to connect both fields to the tables. I will include snip its of it all. Thanks in advance!

Make sure filter is on , by checking the edit interaction.
