For example is Team A pulls in Finance Table and SUpply Chain Table Import
team B needs Finance Table & Tax Table
what is best practice?
let users use the SQL server importing same table several times or provide PBI Data sets
It depends.
If you have skilled end users who are not creating queries that are negatively affecting the performance of the database, then maybe that's fine in your scenario.
Ideally, you would create reusable assets, like semantic models, that have everything an analyst needs to build the reports/visuals.
Best practice for one company doesn't always work for another. Target reduced impact on the system and reduced hours in building solutions and I'm sure everyone will be happy.

thanks! Ideally semantic models work great but users like having 'full control' of the data which isnt always wise either
