Web URL Data Category Clicking but Not Working

I have a table with two seperate values for one column, in another column. It would look like:

1      Bob

1      Steven

2      Frank

2      Joe

I wrote this code: 

concatenated_split = CONCATENATEX('Table (3)', "• " &  'Table (3)'[URL 2], UNICHAR(10)&UNICHAR(13) , 'Table (3)'[URL 2])

The code gets the two rows into one but puts them on two seperate lines in a visual.

When I convert this column to a Web URL it does not become a clickable link. Nothing happens.

Please let me know how I can create Web URLs out of this column.

The purpose is to get 2 URLs in one Power BI cell.

I did. I have these two lines in one cell on their own line. But none of them are becoming URLs.

Both of them are not clickable in my visuals.
