Waterfall Chart - Ratio (Divide By) Measure Total Issue

This is by design. The total value of the waterfall chart is based on the previous sum and cannot be changed, but can be cancelled. Perhaps you can add another column as total and cancel the total column;
or you may vote the idea and comment there to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.https://ideas.powerbi.com/ideas/
