Want Navigation Instead of Pages- How to Do?

I have a report with a number of pages.  I also have bookmarks grouping the pages.  All I want to do is have users see and be able to navigate the groupings online.  Image 1 is my bunch of pages, which show to the left as "PAGES"- I want to show them as "NAVIGATION" like in the third image, organized like my bookmarks in image 2  I tried reading all the advice online and can't make any sense out of it, sorry.  THANK YOU for any help you can give!

Yes, the result in the third image is created with an App in Power BI Service. For the App navigation, you can create multiple sections to group reports/dashboards. Publish an app in Power BI - Power BI | Microsoft Learn

However for pages in a report, it's not possible to group them in the navigation currently. I found some similar ideas about this requirement, you can vote them up or raise a new idea at the Ideas forum.

Added information- what I'm hearing from a co-worker is that this would have to be defined via an app, and that I would have to break everything up as individual dashbaords then join them.  Wow, is that right?
