The report contains 2 Visual Tables. The top table column Department is Filtered to only display Corporate Services (the Reception team).
The bottom table is Filtered on column Department to display all departments and not display Corporate Services,
In the top table if I select a row, the bottom table disappears.
In the bottom table, if I select a row, the top table disappears.
I want both tables to always display, how can I achieve this.

You need to Edit Interactions between the visuals and set them to none. Click on the top table, then click Format in the ribbon, then Edit Interactions
Then click the None icon on the top right of bottom table.
Now repeat this process for the bottom table.
