Visualisation z-index interacting strange, need to fix to lower even when selecting vis

Hi,

 

Is there a way to foce the z-index of a text box or other element, such as slicers, to always appear above another element even when selected?

 

For example, I have my "header" of my report as a text box, extended down to maintain the background colour with a borer. Within this, I have a number of slicers and a logo. If a user clicks anywhere within the text box area, all of the slicers and logo disappear due to it bringing the text box to the front layer - this happens even though the layer is below in the selection pane.

 

Same issue with text annotations over visualisations, as soon as you click the to interact with the visualisation the text box drops behind the vis layer.
