Visual not filtering joined table? Something wrong with join?

I have a visual  that is a  table that involves a join between two tables. I want one table to filter the other table in the visual however I'm still getting rows (on the bottom of the below picture)...

    Hi Anonymous ,

     

    Because relationships are one to many, you filter one from many directions.

Hi Anonymous ,

 

Create a measure like this and apply it to visual level filter.

Measure = IF(VALUES('Table (4)'[Column1])in VALUES('Table (3)'[Column1]),1)

Thanks, but shouldn't the table be already filtered with the table join and by making the join active?
