The main issue:
We have a report with RLS setup, we have "Option 1", "Option 2" and "Option 3", the request from business aimed on that to have tooltips which can describe the goals of the options.
I have setup the options tooltip with 3 added informational pages and the option of "Visual header" and then in the specific "Visual header tooltip" format suboption I have setup the relevant pages.
Everything works well, until I started to testing with various users, so here is an example to explain the issue:
We have an user, who has access to the "Option 2" and "Option 3", when I applied the view as option and starting to checking the tooltips I can see that Option 2 and Option 3 are visible, but instead of that I would see the relevant tooltips I can see the followings: Option 2 with Option 1's tooltip and Option 3 with Option 2's tooltip.
Is it a bug or should I have to setup another thing as well to have a proper tooltip behavior?

Not quite sure exactly what you're doing, but I think you can add measure as a judgment condition in tooltip. I did a test with the following reference.

If the problem persists, can you provide test files (to remove sensitive information) or relevant screenshot information, etc.
