Can we add a note to a visualization that will show up when the mouse is hoverd over it (or something similar)? Is there any way to automate this task or any inbuilt powerbi future to use Or any API? I don't want a tool tip. I want to add a note about lets say how I calculated something or definition of certain terms or some text that will help explain how to read / interpret the visuzalition.

Here I suggest you to try "Help tooltip" feature in visual format. When you turn on this feature, you can find the “?” icon in right top corner. You can add the description in Tooltip text and you can see it when the mouse is hoverd over the icon.

based on your description, tooltip might be a little bit annoying as it will keep showing.
is it plausible using drill-through or bookmark button to show that note? so user can check by clicking instead of showing note by hovering cursor.
