Hi,
My data looks like this :
Categorie | date | Attribute | Value |
C1 | 01/2020 | Attribute1 | 12.3 |
C1 | 01/2020 | Attribute2 | 28.9 |
C1 | 01/2020 | Attribute3(%) | 0.42 |
C2 | 01/2020 | Attribute1 | 52.2 |
C2 | 01/2020 | Attribute2 | 82.9 |
C2 | 01/2020 | Attribute3(%) | 0.62 |
Attribute3(%) is calculated as follow : Attribute1/Attribute2
I already achieved the first part (1), but i can't really figure out how to do for 2.

Try this:
1. Create a measure like what @parry2k said:
Sum =
IF (
HASONEFILTER ( 'Table'[Categorie] ),
SUM ( 'Table'[Value] ),
DIVIDE (
CALCULATE ( SUM ( 'Table'[Value] ), 'Table'[Attribute] = "Attribute1" ),
CALCULATE ( SUM ( 'Table'[Value] ), 'Table'[Attribute] = "Attribute2" )
)
)
2. Create a Matrix visual like so:
