Value formula to show zeros if blank shows all possible options on a bar chart.

Hi and thank you for any help. 

In this screenshot I have a bar chart and a table with 2 columns below it. I am trying to replicate the table below into the bar chart but since I'm using a measure for the y axis of the bar chart, it's including all possible options for "ops_audit_section" and not just the ones associated with that title. 

I need it to show zeros where there is no value for avance %, but only for the sections associated with the title (table below)

The measure I am using for the y axis is of the bar chart is "

Avance_% = IF(ISBLANK(AVERAGE(_ops_audit_items[Avance_%_])), 0,  AVERAGE(_ops_audit_items[Avance_%_]))

" 

I essentially only want the sections associated with the titles to show. In this case I need to get rid of what has a black slash across it. There will be many different titles, with different sections so specifically filtering out the ones in question here isn't preferred.
