1. Use a custom format string to explicitly define the format for decimal values. In your example, you want the number '16.891,78' to be formatted correctly, you can use the format string '0.00'. This will ensure that your decimal values always display at least one digit to the left of the decimal separator and at least two digits to the right.

2. If the area setting change did not affect the decimal format, it may be because the system's number formatting settings were not updated or recognized based on the new area setting. Ensure that the system's number format settings are set correctly.
