I am developing a Power BI report and before I release it in the PROD for larger audience, I want to release it in a DEV space for the report requestor/s to test out.
When I release the report in the DEV space, I only want the report to be access by the developer (me) and the requestor/s only and no one else in the organisation. I did not set up RLS in the past ever.
My data model looks like this. None of them are Role table.
I am not willing to build a Role table now as it is alreday too late and I don't want to make one and accomodate in the data model unless I have to.
If I write a DAX measure on each of the fact and measure table when defining role that if the USERPRINCIPALNAME() is not

@Anonymous Thanks for the suggestion. Your suggestion would work perfectly when I specify the end users selectively while sharing the reports and let the end users consume it from the workspace itself.
However, in my organization, the power bi reports are shared by embedding it in an internal portal. So, whatever is suggested here would not work.
Therefore, I was inclining towards RLS.
You might want to mention about the Embedded Report in your Original post. Many would assume it's a service hosted report 🙂
There is no need for RLS.
If you wish to enable report access to only devs and requestors, then only share the report with these users. Noone else in your organisarion will be able to access the report unless you explicitly grant them access via report (read) or Workspace (viewer/member access).
