I guess it's ethically OK, but I think you can't open the same pbix file with from two different PBI Desktop applications via a network or stuff like that.
So your client has to update the data once and distribute the file to make sure that all users have current data and the current report.
Please excuse, but I guess this is trying to safe money at the wrong place and I'm wondering what will happen if your client discovers that there is a forum like this.
