User access denied

does anyone know why some users are getting this message? I've shared the workspace and the app with them and added their permissions as viewer

I wanted to keep them as viewers as I dont want them to have access to the dataset or have the ability to change anything its simply to read and naviaget the report

Solved the issue!

Applied RLS in desktop which meant that viewer access needed to be defined at RLS on service.
Once that was done Viewers were able to see the data they needed.
and those who need to see all the data got Member access.
