Use historical status and include ID with no value

Hi, I have an issue that is somewhat difficult to explain, but I'll try.
I have a revenue table with projectID's that I want in a table. I also ahve to project tables, one with current status and another with historical status. I would like to show all projects with certain status in the selected period. This would mean that even if a project has no values in my revenue table, I would like it to show up in my table. I have tried just adding + 0 after my measure, but its not working and will include all projects, even if they shouldn't be there.

In this example I have revenue to date with a lastnonblank to get mye selected period (this case 202004). But as you can see several periods are shown in the table. Not sure how to solve this.

I have also included my sample pbix file here:

Thank you so much for any help!

@Anonymous , This usually works better when project comes from a different table(say project mater)
