Usage Statistics for Vehicle Register

I am new to analystics and am having some issues figuring out the following. If this is not appropriate for this forum please delete.
I have a basic log from our vehicle booking system which contains the following fields
- Checkout date\time
- Vehicle number
- Checkout Person
- Return data\time
I want to answer the question "How many times, and at what time of day are all vehicles in the fleet in use?" Business question is if we need to purchase more vehicles as the vehicles are regulaly all in use, or can we adjust staff schedules to more evenly spread the use of vehicles (e.g. between 8:30am and 10:30am all vehicles are regulaly booked out, but between 10:30 and 11:30 they are not).
The other question is "Who is using vehicles during a specific time of the day?" Business problem is people are using vehicles to go out for lunch leaving no vehicles for company use. We want to identify those individuals.
Even if you can point me inthe right direction, I tried several searches and got no results.

Currently, the description for requirement is too general. With above sample data, what is your desired output? Could you please provide examples?

Sorry for the lack of information.
This is the primary outcome I am after, a heat map showing when during the day all cars are checked out. In the below example red indicates no cars avaialble, orange indicates 1 car avaialble.
The secondary output I am after is a list showing the % utilisation of each vehicle during business hours (matrix below), to see which cars are always booked out.
Another output I am hoping for is similar to the second one, but showing the time of day each employee books out vehicles. We suspect employees are booking out over lunch to run personal errands leaving no vehicles for work purposes.
