Under each of the category, to return True if there's a value of fail in that category

Here's the sample data

I found a similar post in the community and tried to follow the solution, yet, I couldn't approach the result as I expected.

If it is a calculated column that you are after:

NewCol =
NOT "Fail"
    IN CALCULATETABLE ( DISTINCT ( Table1[Status] ), ALLEXCEPT ( Table1, Table1[Id] ) )
