Unable to create app workspace

Created a workspace in the morning then when trying to create a second got a message stating the  "Apps workspace creation is disabled - Creaton of app workspaces is disabled by tenant admin, or you need permissions to create them".  However no changes have been made to the tenant since this morning.  How do I verify this?

Please check with your admin whether the option has been disabled in admin portal.
