Since downloading the May 2019 update of Power BI Desktop, I cannot access the OData feed that I use routinely.
I get the message:
"Unable to Connect. We encountered an error while trying to connect. Details: "Access to the resource is forbidden".
Yes, it looks like a permissions problem. However, I am able to connect to this same OData feed successfully from Excel--using the same account and password.

Problem solved! I have no idea why permissions settings changed on these existing .pbix files.
I corrected the problem by going to File/Options and Settings/Data Source Settings and editing the permissions for this (OData) data source.
Maybe this posting will help someone else.
