I have inactive relationships between tables I am trying to activate with a simple CALCULATE measure:
MODIFICATION_COUNT = CALCULATE(sum(USER[MODIFICATION_COUNT]),USERELATIONSHIP(INCIDENT[OPENED_BY_ID],USER[USER_ID]))
Here is how relationships look (Many to One):
But the result doesn't look as expected
Does anyone know what is wrong?

Your sum calculation is done on the dimension table ('User'). USERELATIONSHIP only works when invoked from the fact table ('INCIDENT'). It is ignored in your scenario.
