I think my model set up is causing issues in PREVIOUSMONTH measure?

 

My tables, measures must be kept in a separate table

Fact table contains Case #, date opened, date closed and other information

Fact table connects DateClosed and Date Opened back to Full Date in Ref Caledar to get # of cases open and # of cases closed

 

When I created 'Previous Month Measure' the numbers are correct, however, shifted a month ahead rather than a month behind. 

 

Previous Month =
CALCULATE(
    DISTINCTCOUNT('Query1'[IemCaseNumber]),
   PREVIOUSMONTH('Ref Calendar'[Full Date]),
   USERELATIONSHIP('Ref Calendar'[Full Date],'Query1'[IemDateOpened]))
 
What can be the issue here?
