URL Data Parameter Error

Hi Experts
I cannot see the wood for the trees here, i can pass both the document id and effective date parameters fine from PBI Desktop, but when i try to pass the same URL vai PBI Service the Document ID parameter passes, but the effective date one errors.
https://app.powerbi.com/.......................removed.................../ReportSection?filter=Sales... eq '/entities/DitaDocument/map/1b5fd3d7-8117-47a6-8405-8d8eb953922b' and Sales/effectiveDate ge '2019-10-20'
