I have sales and territory data. Is there a way to super impose the sales data (bubbles) on a filled map. Very simple examples below.

It is unsupported to impose the sales data on a filled map. As a workaround, you may use a measure or tooltip to display the corresponding result. For further information, please refer to the official document .
You may post your new idea in Idea Forum to improve Power BI. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.

I cannot find any way to overlay the maps (filled map and globe map) and have one be entirely transparent. I would recommend looking at ArcGIS maps.
