Trying to Run Paginated Report in Power BI Report Builder and keep getting Native Compiler Error

I have been building and running Paginated Reports using PBI - Report Builder tool for a few months with no issues up until mid December and since then I am unable to use the tool .... I keep getting this Error:

Native compiler return value: '[BC2011] unable to open response file 'C:\Users\##########\AppData\Local\Temp

 

I have tried unistalling / reinstalling Report Builder and Power Bi - Rebooted , set the permissions on all subfolders in the above listed Temp Folder to full access and countless other things and googled the error / reviewed Event Viewer Logs and I have been working in various capacities of software developement and Systems Administration for 20 plus years and cannot figure this one out....   And I now need to be able to edit and preview my paginated reports for a new project (where as the others were just learning but again didn't have this issue until December and have yet to find solution).   ANy help would be much appreciated.

 

My first thought was something broke within the old reports but my datasources and everything within Report Builder "Query Designer" is connecting and working fine.    SO I finally got the idea to just open up a New Report and not even add any data or anything and simply run this blank report and should at very least see a blank page with the Execution time at the bottom right :

within seconds of hitting "Run" button I get this response:

I am thinking this has something to do with permissions or something simple but I cannot figure it out so if you can help - please let me know?   Oh yes and one other detail --- I have 2 other laptops that I use that also have this same exact issue so again I think it has something to do with my user access (but I am a Local Admin on all devices).

Thank you very much for your reply  @Anonymous Wu -   I have verified that I have Admin and user access to all of the folders in the Report Builder Installation folder .   I am also using the most current installation from Miscrosoft Downloads:   Version= 15.7.1806.11  Date Published: 7/17/2023  File Name: PowerBiReportBuilder.msi

File Size:  78.7 MB

 

Regarding item 3. I am actually NOT connecting to any data source for this test as I am simply trying to run a completely blank report (minus the Title and system field for &Execcution time) - just to get a successful Run and that eliminates the need for a data source - just to test functionality :

and as for item 4.   I have actually been using Paginated reports just fine up until mid December and I can run the reports that I had previously just fine when they are deployed directly from the Power BI Service within a Dashboard.    

 

My issue is that I cannot get the Report Builder "Run" to work - I keep getting this:

 and I have been through the uninstall and reinstall --- I have reinstalled Power BI as well and rebotted countless times --- I just am not getting passed this error ..... 

 

Additionally -- -when I open up a previous Paginated report (that DOES have datasources) and real data in it --- I am able to actually connect and query data just fine --- so I am certain my data sources are connecting fine:

Again the issue is simply when I try to "Run" the report from Report Builder  i get the exact same failure when I run a blank report.  

 

This is unlike any error I have seen before as it happens on all of my computers as well so it is not just one configuration that is failing.   ANd I really need to be able to Edit paginated reports --- otherwise I am limited to the Dashboard "Table" or "Matrix" visuals that will not perform all of the exporting options that my user requires.

Hi @cjdawg ,

If I understand correctly, the issue is that you encountered the error when running paginated reports in Report builder. Please try the following methods and check if they can solve your problem:

1.Verify that you have the necessary permissions for the entire Report builder installation directory.

 

2.Ensure that using the latest version of Report builder.

 

3.Confirm that the data sources are available and correctly configured.
