Hello,
I work for a utility and am trying to create a 24 Rolling Hour Historigraph graph showing outage restoration with a trendline showing remaining outages:
Fig. 1 Sample Data (Outage Start and End Times)
Fig. 2 24 Hour Historigraph for outage restoration.
I'm trying to showing remaining outages trend along with restorations. I'm fairly new to PBI so please bear with me.

I am not sure if I understood your question correctly. Do you want to use the Trend line in the Power BI analysis pane?
Then you can use it in the following visuals.
The following visuals can use a trend line if there's time data:

calculate(countrows(Table), filter(Table, Table[Tourbal clear time] >=now()-24 && Table[Tourbal clear time] <= now()) )
