I am looking for help in this case.
I have a hierachy like Global- Region - Country - District - City - Unit , next I use matrxi to present a measure calculated in each hierachy level. But this hierachy is also divided into Management and Operations levels and sometimes the operations level starts on District level and sometimes on City level.
I wolud like to add page tooltip into this matrix, on this tooltip page with Auto setting ( there is more than one measure in matrxi ) I add measue into tooltip panel on tooltip page.
My case is that I want to present different tooltips on Management level and different on operations level, but for the same measure on matrix.

By my tests, I'm afraid that we may not achieve your requirement in Power BI currently. It seems that we only could set one tooltip report page for one visual.
You could submit your idea in Power BI ideas Forum.

It is difficult for me to add photos into post, I looked at help of Forum but I still don't know how to add photo into my gallery, I see all the photo I have use before.
I will try to descibe it :
I would like to see different tooltip for Green category .
I used a measue in matrix like this:
Total Sales total = IF(SELECTEDVALUE('Product'[Color]) = "Green";[Total Sales 1]*-1;[Total Sales 2])
Total Sales 1 = SUMX ( Sales; Sales[Quantity] * Sales[Unit Price] )
Total Sales 2 = SUMX ( Sales; Sales[Quantity] * Sales[Unit Price] )
Then I put [Total Sales 1] measure for tooltip with Gree background, and Total Sales 2 measure for another tooltip.
When I drilldown matrix I see that there is different measue used , but tootilp is still the same.
