Tooltip to appear only when values on Matrix

Hello! I have a problem, 

I have this matrix with those values, currently I'm using a tooltip that is being displayed when I move the cursor to one of the values, but the thing is, is there a way that the tooltip wont appear when I put my cursor into a cell of the matrix that has no values, for example, in the week 28, first row,

No. The only thing you can do is show an empty tooltip page, maybe even a transparent one.  But you cannot suppress the page from showing. If this is important to you please consider raising it at https://ideas.powerbi.com
