Tooltip in maps

Hi all,

Can I add tooltip in esri the same way it's added in Bing or other maps ? 

I want to add a report page table in the icons so each site can be filtered in that tooltip when you put the mouse on the icon, I have done it many times in other maps but never in esri and it looks it doesn't have that functionality (I can just see the default tooltip with the data)

Is this problem you posted related to Power BI or just about the Esri software?
