Tooltip Issue

 As seen in the tooltip picture ,Bureau relates with BEDC and Contract Type Relates with Construction (Higher level and Lower Level).
Can I display after drilling down the tooltip as :
Bureau  BEDC 
Contract Type Construction

If so, please mention the step to produce!!

To my knowledge, it could not achieve in power bi default tooltip.

When you drilling down it will show more than one dim, and they will show as it.

As a workaround, you could create a report page tooltip that only contains a matrix.
