Tooltip Filters Not Working for Slicers

Hello,

I am having an issue with a custom tool tip where I need to ignore some filters but not all. I have tried turning off "Keep all filters" and adding in the filters manually. The issue seems to be that this doesn't seem to work for slicers not directly referenced in the visual. In this image it shows that I am using slicers on Date of Export and Option to control what data is viewed by the scatter plot.

The goal is to show a pie chart and table that shows you information for all stages at a single x,y coordinate. Unfortunately, the current result also shows data for other options and export dates even with the tooltip containing those columns as filters. In this instance with the Option "Old" selected I would like to only see the bottum two lines in the table and have only the values in those lines used for the pie chart.

I apologize if this issue has already been adressed I have been unable to solve this problem based on solutions from other posts.
