Tools to create Power BI Templates

Hello, 

I would like to know if there are any tools that allow me to create Power BI themes/models with interactions as in Adobe XD and then export them to Power BI.
In other words, I want to create my templates and all the interactions in an other tool than Power BI and export them to Power BI to add my data and graphics.
