Based on my test, you could refer to below steps:
Unpivot the [Subject-1 Score] column and [Subject-2 Score] column.
Before unpivot
After unpivot
Apply it and create a matrix visual and now you could see the result.
You can also download the PBIX file to have a view.

Yes, I did the same. But the problem is "Subject 2 Score" is in Percentage and when I add few more columns to Row like "Department" it sums up when drilled up, which is incorrect. I cannot define the "Attibute" as Percentage Type as "Subject 1 Score" is numeric value. I want
1. "Subject 1 score" as numerical value,
2. "Subject 2 score" to show as percentage
when another column "Department " is added at Row header.
Is there a way to define "Subject 1 Score " as Numerical Data type and "Subject 2 Score " as Percentage Type after unpivoting?

1. you should maintain Subject-2 marks in different formate
2. when place values in power bi matrix visual, you should select "Fields - Subject2-scor" and "Matrix visusal - Subject2-Scor" then you click on percentage from model..
finally output come like below

Based on my test, I am afraid you could not chang the customer value as percentage, if you want to show the percentage, you could just make the whole value as percentage.
