Title for chart with multiple colors

Why do we need this kind of requirement,

it is not possible to do in 1 single measure

I think this ask makes sense in many visual examples from places like Storytelling with data.  I stumbled on this specifically looking to use the sub-title as a hack for a legend (the legend will not work for the formatting I want to describe as I want to use it to explain the conditional formatting in the visual.
