Time Sensitive project count

Below is a table of data on a few projects. Anytime a projects changes hands, a new line item in added with the date and the stage associated.

My question is how can I create a meaure that looks at total Projects assigned by stage for a current date. The issue I am running into is that it only is counting projects with that filtered date stamp. But some projects have been sitting in a stage for a long time so they do not have a upto date stamp. I need a time sensitive Number of Project by stage for anything that was assigned prior to the filtered date.

Basically I am trying to measure how many projects per stage were there at the beginning of each month.

It doesn't seem very clear what your needs are, and what exactly the stage ID field means. For the Stage_name field, what is the complete flow of a project and what status indicates that a project is in a completed or pending state?
