The minimum text size is 8 pt? Can I change it smaller like 6 pt?
You can accomplish this by saving the report as project (pbip), then open the file report.json, look for the text field (you can temporarily add dummy text to find it easily) and change the fontSize property.
e.g. \"fontSize\":\"6pt\"
As long as you don't have to format any Smart Narrative values, you can copy the text to Word or Powerpoint, change the font size.... then copy and paste back in.
Smart narritive values are converted to plain text when copying to an external app.
What is the purpose of decreasing the font size? If you need more room on the report page, you can increase the size of the report canvas under "Format" -> "Page Size" settings.

The minumum text size in Power BI is currently 8pt.
There's an idea here to allow smaller fonts. Make sure you add your vote.
