I want to create a visualisation like below in Power BI
It's possible in Excel and i am wondering of someone knows how I can acheive the same in Power BI?

As I know, there is no built-in visual could achieve your result, you need to use custom visual to see whether it work or not. But when I use the Bullet Chart-xviz, which use value instead of % percentage value to show change of actual and target. I think you need to create another chart to show % change.
