It is very difficult to articulate what I want, but I will tell you the essence.
We have a factory. We have some kind of waste. Periodically we introduce improvements and it is necessary to make a report showing the savings due to the improvement.
I have a table that has Year-Month / Code / Offset columns in percent.
There is another one that lists improvements and associated waste codes.
I need to take all the months after a month of installing the improvement and calculate how much of the scrap percentage we saved due to the improvement.
I'll attach a picture. I am interested in this table in the center. What is the best way to organize such calculations?

The table on the left is what I get from external sources. Defect code, waste percentage and month.
On the right, this is what I need to get.
Average value for 2018 - 0.54%
After implementation, that's it, the difference between 0.54% and the monthly value is savings.
build a table in which I count the savings every month, then sum up the savings and multiply by the waste price.
Here I need the same, but in the world and what would be considered itself.
