how do you switch on the October 2018 Desktop release feature, so if you right click on a Bar chart is gives you the option to Analysis the data using AI/ML within Power BI.

Could you mean using the insights function in Power BI Desktop? If so, the insight feature is enabled and on by default currently, you don't need to switch on it.

Yes... my values are all measures.....hence its still in preview mode...
