    Hi, 

    If both [% Complete] and [Sum of % Complete] are MEASURES (not columns), and then please try something like below whether it works.

     

    New % Complete =
IF (
    HASONEVALUE ( 'TableName'[Title] ),
    FORMAT ( [% Complete], "#,#0.00%" ),
    FORMAT ( [Sum of % Complete], "#,#0.00" )
)

How you'd calculate Sum of % complete??
