I created a personalization and changed the chart_type of a visualization and saved as a personal bookmark.
If with that bookmark active I create a subscription, it doesn't save the report with the personalization. When I click to go to the report it shows the default view. I'm pretty sure it saved the personalization yesterday.
Is this broken? Can anyone confirm?

I test personal bookmark in my Power BI Service Portal, it works well, please confirm all your settings are correct.

You need check Include my changes when set email subscription
When Include my changes is unchecked, Power BI ignores all changes you might have made to the report, and keeps you subscribed to the report as published by the author. When Include my changes is checked, Power BI updates the subscription including all changes you've made to the report. Changes include:

Sadly, I did check that box and it didn't save my personalizations.
