String matching by first 4 digit county code to replace county code with description
I will explain this as best I can I am working w/ a SQL Server db with 3 years of collected information and a column only has the 4 digit county code which I simply need to replace with the descript...

Actually I'm little confused about your description——I simply need to replace with the description as show below BUT I only want the STATE LABEL to show in my report.
It seems you have combined the two columns , and now you want to remove the country code and just keep the description? If so , why you need to combine them?
Can you please share more detail information to help us clarify your scenario?
