Splitting Report as Dataset and Report

Accordin to your description, you want to use the incremental refresh and if you update your formula and you need to upload again .
After publishing to the Power BI service, you can't publish the same model again from Power BI Desktop. Republishing removes any existing partitions and data already in the dataset.For workspaces assigned to a Premium capacity configured for XMLA endpoint read/write, compatible tools enable metadata only deployment. For example, the ALM Toolkit is a schema diff tool for Power BI datasets and can be used to perform deployment of metadata only.Also ALM Toolkit will not reset your incremental refresh partition.

And for your question "are there any risk to keep formulas in report instead of dataset file?", my understanding is that if you place the formula in the report and the update will not affect the refresh and display, there should be no risk , but may degrade performance.

I mean if your formulas in Report, if it means that your calculation will be calculated when viewing the report? Then the performance may be slightly lower than the speed of directly import fields.
But I think there is no risk if you can ensure that there is no problem refreshing the dataset and the report display is normal.
Because in my understanding, we can use external tools to prevent the problem of republishing pbix due to incremental refresh metadata changes.Thank you for your time and sharing, and thank you for your support and understanding of PowerBI!

I only have pro account I can't use "metadata only deployment", I can live with a slow report.
